ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure initiatives across 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport finalized the full distribution of funds in under four months. These resources are allocated for aqueducts, water systems, and related infrastructure aimed at boosting efficiency, safety, and dependability. This initiative broadens investments in a sector under ongoing stress from water loss, drought conditions, and the need for infrastructure upgrades across Italy.

Southern Italy will benefit from approximately €830 million, accounting for 53% of the total funds. This share surpasses the 40% minimum allocated to southern regions under the recovery plan. Project implementers will also contribute around €683 million in supplementary financing alongside public funds. Combined, these investments push the total invested through the program to over €2.2 billion. The projects focus on upgrades designed to enhance water management and reinforce infrastructure supporting local communities and economic activities.

The funds are channeled through SFNIISSI, Italy’s dedicated financing instrument for infrastructure investment and water-sector security. The government established this instrument in February 2026 under Italy’s PNRR recovery framework. Invitalia oversees application processing, grant distribution, and monitoring activities under an agreement signed in April. Initially, the fund was allocated €1 billion from NextGenerationEU resources. In August, the government added €576 million to fund water projects as part of a broader revision of recovery-plan expenditures.

Funding emphasizes efficiency, safety, and reducing network losses

The water fund aims to support companies and public entities managing water resources across Italy. Grants may cover up to 90% of eligible costs for efficiency improvements and structural safety enhancements. For projects that utilize digital technology to cut water losses, the support can reach 85%. Applications opened on May 6 and concluded on June 8 after officials extended the original deadline. The program prioritizes infrastructure investments that improve water use, enhance network performance, and increase the resilience of critical systems.

Italy designed the fund to support projects already identified within national water infrastructure planning and other eligible priority works. The allocation includes resources for aqueducts, distribution networks, and systems that bolster water supply security. Officials finalized the distribution after assessing applications submitted during the spring funding window. The additional beneficiary financing boosts the scale of investment beyond the public contribution alone. The combined resources, exceeding €2.2 billion, reflect both government funding and project-specific co-financing.

Water sector investments expand on previous PNRR initiatives

This latest funding round follows earlier PNRR investments in primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among these, 37 are classified as complex systems. Authorities also reported the completion of 79 individual interventions carried out by 52 managing bodies. Approximately €1 billion in PNRR funds financed 124 projects, including reservoirs and water-supply systems for drinking, irrigation, and mixed uses nationwide.

Of the 48 completed systems reported in July, 25 primarily serve irrigation, 20 support drinking-water supply, and three serve multiple purposes. Italy has also allocated and financed more than €6 billion for water-sector projects within its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this national investment effort. With all resources from the expanded fund now assigned, the program has shifted from application and awarding phases to project implementation for the approved water infrastructure initiatives.
